In Stockholm, Gothenburg and Malmö the local councils are bringing in measures to discourage teachers changing from one school to another.

Head teacher Sargon el Khouri at Gårdstensskolan School in Gothenburg's Angered says it is not possible to sustain quality, if staff don't stay. It is decisive for the school's development that teachers and principals stay, he says to Swedish Radio News.
